Well ... it's kinda like diminishing returns actually. If five countries are at war with each other in separate scenarios then some of the soldiers are bound to be spread out along separate conflicts because a country doesn't have an infinite amount of fronts. So technically, the more wars you have going the less dangerous (proportionally) it gets.
